* create xrun tasks to wrap running extension targets
* add wait-on dep to delay launch of task when ready
* add legacy wait files for web-ext scripts
* create a dev task for next builds
* add dev:legacy task to allow for a quick dev mode
* reuse watch task to have dev env

This PR will add features below and closes #93
- ignore trailing `/` or `@@`
- ignore the `http://` or `https://` prefixes on whitelisted URLs
- ignore case sensitivity in URL
